我国服务产业公共管理创新机制研究

摘　　要：影响我国服务产业公共管理创新的因素主要包括资源环境因素、政策环境因素、市场环境因素、文化环境因素、科技环境因素和服务环境因素。针对这些影响因素,构建服务产业公共管理创新机制时首先要确定服务产业公共管理创新战略,其次要创建服务产业公共管理创新支持体系,最后要构建服务产业公共管理创新评价体系。为了保证公共管理创新机制可以实施并发挥实效,还应当从营造优良的创新政策环境,健全创新管理制度建设以及注重创新过程管理水平这三个方面的提升加以落实。Factors affecting the innovation of public management of China＇s service industry are environment of resources,policy,market,culture,science and service. According to those factors,to build the innovative mechanisms of the public administration of service industry,we should determine the strategy for public management innovation of service industry. And then,we should build the supporting system for public management innovation of service industry. Finally,we should create the evaluation system for it. In order to ensure the effect of the innovative mechanism of the public administration,we should focus on creating a good policy environment,improve construction system of innovative management and enhance the management of the innovation.
