摘　　要："十二五"时期以来,湖南在加快推进新型工业化的战略实施过程中,外资经济也进入新的发展阶段,其主要目标开始转向推动技术进步、促进产业升级和协调区域发展等方面.因此,提高湖南外商直接投资(FDI)的综合利用质量、扩大FDI的技术溢出效应,已成为加快推进湖南新型工业化战略的重要举措.以柯布-道格拉斯生产函数为基础,拟构建度量湖南FDI技术溢出效应的计量模型,并结合1990-2014年湖南利用外资的统计数据实证分析FDI对湖南技术进步产生的影响,继而在分析主要制约因素的基础上提出了针对性的对策建议.Since the 12th Five Year Plan,Hunan’s foreign economy has entered a new stage in the process of new industrialization ac-celeration.Then its main goal turns to promote technological process,industrial upgrading and coordinated regional development. Therefore,it has become an important measure for accelerating Hunan’s new industrialization to improve the quality of comprehensive utilization and expand technology spillover effect of FDI.Based on the production function of 1990 -2014,this paper intends to build a measurement model of Hunan’s FDI technology spillover effect ,and then analyzes its impact on Hunan technological progress.Fi-nally,it puts forward countermeasures and suggestions on the basis of analyzing main constraints.
