青海玉树地区政府人员地震灾害认知特点的初步分析

摘　　要：实际的防震减灾行动与人们对各种相关事项的认识程度和重视程度联系密切,亦即认识决定行动;认识不同,行动就有差异。通过问卷调查和访谈的方法,对青海省玉树地区区县及乡镇政府人员的地震灾害认知水平进行了初步分析。结果表明:总体上,当地政府工作人员对地震灾害基本知识的掌握程度较差,尤其对部分较为专业的概念及其之间的相互关系和地震次生灾害的辨识能力不足;绝大多数政府工作人员对防震减灾技能的掌握水平相对较好。相比而言,区县政府工作人员的整体认知水平又明显好于乡镇政府工作人员。当地政府工作人员学习和了解各种地震灾害的渠道主要通过科普书籍、互联网、以及电视、广播和报纸等传统媒体,而其他途径相对较少。针对当地政府工作人员对地震灾害的认知现状,我们给出了一些针对性的对策建议。There is a close correlation between people＇s belief about earthquake prevention and disaster reduction and actual actions,namely actions determined by perception and different actions determined by different perceptions. Questionnaires and interviews used are together to understand the Yushu Tibetan Autonomous government official＇s disaster awareness. Primary analysis shows that,limited earthquake knowledge mastered by these officials,especially some earthquake-related definitions,the correlations between these definitions and earthquakeinduced disasters knowledge; Most officials master the basic disaster reduction and emergency rescue skills. Comparatively speaking,the earthquake cognition level of county-level officials is higher than those working in township government. The main sources of earthquake knowledge for these officials are popular science books,internet and traditional media such as television,broadcast and newspaper. According to the official＇s earthquake cognition status,a few suggestions brought forward in the paper.
