承接政府转移职能,开创学会工作新局面

摘　　要：学会作为社会力量的重要组成部分,以其政府联系社会公众的桥梁和纽带作用及人才、专业和组织等方面的优势,是政府履行社会职能、服务社会公众的主要助手。学会有效承接政府转移职能,是顺应时代发展的必然要求,是学会发挥自身优势的重要途径。因此,在国家体制改革的新形势下,中国粮油学会把承接政府转移职能作为学会创新发展的重要工作内容之一,在国家粮食局和中国科协等部门支持下,在科技奖励、人才评价、成果鉴定和成果转化推广等方面提供优质服务,取得了显著成效,努力在服务全面深化改革及政府职能转变大局中发挥更大作用。Learned society has been an integral part of grass-root community. As a good coordinator, it is able to provide a platform for govemment to better serve the people, with its strength in building a talent pool and leveraging expertise. These not- for-profit-organizations are emerging to take over functions that were previously considered preset-ce of government. That is an inevitable result as society develops. Besides, it is absolute an innovative way from which aeademie associations could make advantages and develop themselves. China, today, is going through administrative reform of state functions. In this context, Chinese Cereals and Oils Association （CCOA） is in position to cartT out relevant duties and functions tYom the government and takes work as one of priorities on its agenda. Under support of State Administration of Grain （SAG） and China Association for Science and Technology （CAST） , works have been carried out and tailored services have been already provided, including recognizing and awarding science and technology eontributions, grant professional titles, evaluate aehievements in cereal and oil science and technology, and promote production application. All those eftbrts have already made a difference. What＇s more, CCOA is committed to give a bigger presence in supplementing related ~overnment works.
