摘 要:目的 了解江苏省社区卫生服务机构人力资源配置分布情况,为政府制定卫生政策提供依据。方法 对2011年江苏省5市60家社区卫生服务机构人力资源情况进行调查分析。结果 被抽取的社区卫生服务机构有卫生技术人员966人,其中医师371人,平均每位医师服务人口数2 445人,护士352人,医护比接近1∶1,乡村医生仍占有一定比例,公共卫生人员缺失严重;卫技人员年龄以中(34.58%)、青(34.16%)年为主,女性(74.12%)多于男性;以大专(37.89%)和本科及以上(32.40%)学历为主;绝大多数初(54.24%)、中(30.95%)级职称;按服务人口配置的基尼系数在0.3~0.4之间;按服务面积配置的基尼系数在0.6左右。结论 该省社区卫生服务机构卫技人员类别配比、职称结构等尚待进一步优化,需重视地理分布公平性。Objective The study aimed to assess the current allocation and distribution of human resources in community health service institutions in Jiangsu Province, and thus to provide a reference for the government on the development of suitable health policies. Methods Human resources conditions in 60 community health service institutions in 5 cities in Jiangsu Province in 2011 were surveyed and analyzed. Results The surveyed community health service institutions had a total of 966 health professionals,including 371 doctors. In average, each of the doctors and nurses had to serve 2445 people and 352 people, respectively; the ratio of doctor/nurse was close to 1:1. Rural doctors still accounted for a certain percentage and public health staffs were in serious shortage.Medical technicians were mainly middle-aged(34.58%) and young adults(34.16%), with the number of female technicians(74.12%) higher than that of male technicians. Additionally, the medical technicians were mainly college graduates(37.89%) or holders of at least a bachelor's degree(32.40%); and most of the medical technicians hold a junior(54.24%) or intermediate professional title(30.95%). The Gini coefficient on allocation of population served was between 0.3 and 0.4, and that on allocation of area served was about 0.6. Conclusion Improvements in the ratio and professional title hierarchy among medical professionals in community health service institutions in Jiangsu Province are required, and equity of geographic distribution of health human resources needs to be emphasized.
