政策引导与企业响应:制造企业“出城入园”的选择

摘　　要：兰州新区既是国家重要的空间经济安排,也是甘肃省经济社会发展的重要契机。借此机会兰州推出"出城入园"安排,并制定出相应财税政策激励。为了检验现有财税政策的效果,通过问卷调查,用支付意愿法进行分析研究。调查得出大部分被调查者对财税政策有一定的了解,认为它与企业经营活动的相关性较强,说明政策制定比较合理;一致认为原址土地出让收入分享对企业的影响大,它是企业搬迁资金的主要来源;企业需要政府提高政策申报渠道的畅通和政策可理解性。Lanzhou New District is not only a key layout of national economy,but also a great opportunity to develop Gansu economy and society.The government should take this chance to issue relative inducing policies to carry out the “out of city and into industrial parks”.Through questionnaire,it turns out that most people have certain knowledge of tax policy and think it reasonable to issue such policies.It is a common idea that land leasing is the main source for moving.Enterprises need to make declaration open and understood among people.
