资源型区域的产业规制与企业激励研究

摘　　要：矿产资源开发具有较强的外部性和一定程度的自然垄断性,需要加强产业规制。系统梳理了我国资源型产业的规制类型、发展现状与存在的问题,并通过博弈模型对政府、企业在产业规制中的角色、行为进行分析,在此基础上,提出完善产业规制与企业激励的政策措施。Due to the strong externality and part of the natural monopoly,mining need to strengthen regulation. This article systematically combed the regulation type,current situation and the existing problems of resources industry in our country,and analyzed the behavior of the government,the enterprises in the industry regulation through the game model. Then on this basis,we put forward to a series of policies and measures to perfecting the industry regulation and the enterprise incentive.
