摘　　要：电信业竞争的加剧对运营商精细化运营提出了更高要求,本文首先分析了移动数据业务分区计费的必要性,针对2/3/4G网络分区计费提出了两种建设方案:基于初始位置和基于实时位置的分区计费策略。文章基于网络现状、设备支持情况、设备容量影响以及改造难度、投资等多方面进行了对比分析,给出了合理建议,同时制定了相应纠错措施,以保障网络安全。With the intensifying competition of telecom industry, operators apply more way of accurate operation. Through analyzing the necessity of mobile data charging based on location, this paper puts forward to two realization： charging base on initial location and charging based on on-line location. Based on network, equipment of network, effect of equipment, difficulty and the investment, with the analyzing and contrasting of the two realization, the paper provides conclusion and proposion.
