里正职掌与唐宋间差科征发程序的变化——兼论《天圣令·赋役令》宋令第9条的复原

摘　　要：《天圣令》的发现,为唐令复原研究提供了新的材料,目前据《天圣令·赋役令》宋9条复原的唐令基本依照宋令原文。但宋令中里正不得干预差科和差科征发的相关规定,是否为开元二十五年令的内容,值得商榷。里正的职掌在唐宋之间发生了变化,其在唐代前期差科征发过程中是具有拣选丁夫职能的。唐大中九年,对差科征发制度进行调整,加强了县令在差科征发中的作用,里正拣选丁夫的职能从而丧失。关于里正不得干预差科的规定应出现在此之后。同时,唐末五代以来,差科征发程序也发生了相应的变化,唐前期里正据差科簿拣选的做法,至宋代变成了由县令按照户等直接征发的差役制。这一转变与里正职掌和身份的变化密切相关,也反映出唐宋之间基层政务管理模式的转型。Due to the discovery of Tian Sheng statues,more resource is supplied for the restoration of Tang statues.For example,the Taxes and Corvée statues in the Tian Sheng statues is basically applied in the relevant acts in Tang statues.But it needs to be studied further whether lizhenghas the authority and function on Chai Ke in the Statues of the 25 th years of KaiYuan period.The authority and function of lizhengchanged gradually between the Tang and Song dynasties.In the early Tang dynasty,lizhenghad the power of deciding who was qualified for Chai Ke.In the 9th year of Da Zhong,an adjustment in the system of Chai Ke strengthened the relevant authority of county officials.This may lead to the loss of the function of lizhengon Chai Ke,and regulations prohibiting lizheng＇s involvement in Chai Ke affairs appeared thereafter.Meanwhile,the arrangement procedure of Chai Ke also changed,from the function of lizhengbased on Chai Ke book to the function of county magistrate based on households.This change was closely related to the variation of the authority and status of lizheng,also reflected changes in the county governance modes between the Tang and Song dynasties.
