摘　　要：介绍了俄罗斯国家石油公司2013年主要经营和油气生产情况,总结其在与外国公司合作、天然气业务和海外业务方面的发展战略。综合分析认为,资源国有化虽然为俄罗斯国油在短期内快速发展提供了机遇,但过重的税费负担和社会责任也对公司的可持续发展产生了不利影响。建议我国石油公司利用互补性,增进与俄罗斯国油的进一步合作。The state-owned oil company of Russia （Rosneft） overtook ExxonMobil as the world＇s largest public oil company in 2013. Based on primary operation and production results of Rosneft, its cooperation model with foreign firms as well as strategy on gas and oversea assets are analyzed. The paper concludes that nationalization n Russia provides an opportunity for Rosneft, but does harm to its sustainable development. Complementarities among oil companies in China and Rosneft can be the basis of their cooperation.
