摘　　要：改革开放以来,各种思潮渐成多元趋势,并对社会各阶层的思想观念均产生强烈冲击,导致腐败问题的深度与广度不断扩展。新形势下反腐工作能否实现治本初衷,需要建构惩戒机制,实现"不敢腐";规范制度建设,实现"不能腐";强化思想引导,实现"不愿腐"。Since reform and opening up, various thoughts have gradually shown a pluralistic tendency with strong impacts on the concepts of all levels of the society, leading to increasing depth and width of corruption issues. In order to achieve the original purpose of fundamental anti-corruption work in the new situation, it is essential to do the following： establish the disciplinary mechanism to make related groups ＂dare not corrupt＂; standardize the system to be ＂unable to corrupt＂; and strengthen the ideological guidance to be ＂unwilling to corrupt＂.
