海关服务“一带一路”建设的若干思考

摘　　要：海关作为国家进出境监督管理机关,是国际经贸往来链条上的重要环节,服务"一带一路"建设是海关肩负的重要使命。以政策沟通、设施联通、贸易畅通、资金融通、民心相通为主要内容的"一带一路"战略对海关工作提出了很多新要求、新挑战。海关服务"一带一路"建设,关键要立足自身职能,运用立体、多元、跨地域时空的视角,从点、线、面、网4个维度出发,以点带线,从面到网,全方位、多角度地融入"一带一路"建设大局。As an agency overseeing the import and export, the customs aammlstrauon ts a~, ImpOr- tant link in the chain of the international trade. It is a significant mission for customs administration to serve the development of One Belt One Road initiative. However, featuring communication of policies, connectivity of facilities, smooth flow of trade, free flow of capital and connection of public opinion, the initiative poses a great many new demands and challenges. The key to the service of the initiative is, based on customs own functions, to integrate into the development blueprint of One Belt One Road from a multidimensional, diversified, inter- regional and time -transcending perspective, which should depart from dimensions of points, lines, surfaces and networkds and proceed in a mutually interconnec- ted and multidimensional way.
