摘　　要：中国人民银行济南分行顺应市场需求,推动组建金融消费权益保护协会,开展金融消费纠纷非诉第三方调解,对金融消费侵权的负外部性进行了有组织的内部化处置,实现了交易各方利益的帕累托改进,增加了社会福利。Complying with the market demand,the PBC Jinan branch has promoted the formation of the financial consumer protection associationto carry out the third party non-accusing mediation for financial consumption disputes, given the organized internal disposal against the negative externality of the infringement upon financial consumers’ rights, and achieved the Pareto improvement upon the interests of the parties of the transaction, which has enhanced the social benefits.
