摘　　要：世界人口老龄化问题日益突出,老年人的养老问题已成为备受老百姓关注的重大民生问题。在中国老龄事业发展"十二五"规划中提出要"以居家为基础","家庭养老与社会养老相结合"之后,我国社会各界也在不断地探索养老模式改革路径,并取得了丰硕了成果。其中,社区养老因其具有便利的地理优势,近年来在国内外发展迅速,带来了巨大的社会效益。但城市社区养老在发展过程中也遇到了政府职能越位、资金短缺、基础设施不完善等问题,这些问题不利于城市社区养老服务在社会养老方面充分发挥其优势作用。必须明确政府职责、提供政策支持,构建多元化投入机制,壮大社区养老人才队伍等,让城市社区养老服务为缓解社会养老压力作出更大的贡献。The world＇s population aging problem is more and more prominent, the elderly pension problem has become an Important people＇s livelihood and the people＇s most concerned quesdom Since the ＂twelfth - five＂ plan put forward ＂Based on the home pension services＂ and ＂ family supporting model Combined with Social Endowment＂ , social public in China have been explored continuously the reform path of pension model,and have received fi＇uifful achievements. Among them, community endowment has been developed rapidly in China and abroad in recent years because of its convenient geographic advantages and his brought g^t social benefits. But in the process of its development, the urban commtmity endowment ako met with the functiom of the government ot^ide, the shortage of ~nds, community endowment service infrasmacmre is not perfect, these problems not conducive to urban community endowment service play a role of the advantages in the aspect of social endowment; To solve these problems, can make clear through the government responsibility, provide policy support, building diversified input mechanism, expand community endowment talent team and other measures to solve, makeurban community endowment services make more contributions to relief pressure of the social endowment.
