An Empirical Study about the Ascension Path of China's Science and Technology Innovation Ability Based on a PLS-SEM Model

摘  要:本文从科技创新人才、科技创新投入和科技创新环境三个要素出发,构建了我国科技创新能力提升路径的PLS-SEM模型,实证分析了提升我国科技创新能力的有效路径。研究结论为:首先,科技创新投入是促进我国科技创新能力提升的关键因素,但其作用总体上呈现出递减趋势,而科技创新人才和科技创新环境则对我国科技创新能力提升产生阻碍作用;其次,科技创新环境还可以通过促进科技创新人才积累和科技创新投入增加来间接地对我国科技创新能力提升产生影响;最后,上述提升科技创新能力的路径在我国东中西部地区之间呈现出显著的差异性。据此,本文对进一步提升我国科技创新能力提出对策建议。This paper makes a study about the ascension path of China' s science and technolo- gy innovation ability from innovative talents, innovative input and innovative environment based on a PLS-SEM Model. The results indicate that, firstly, innovative input was a key factor to promote Chi- na' s science and technology innovation ability, but its effect showed a decreasing trend, while inno- vative talents and innovative environment had an impeded effect; Secondly, innovative environment could also had an effect on China' s science and technology innovation ability by accumulating the innovative talents and increasing innovative input. Thirdly, the ascension path of China' s science and technology innovation ability were different among China' S eastern, central and western areas. Finally, some relevant policies and suggestions are proposed according to the results.
