秩序国土:内涵特征、战略意义及政策建议

摘　　要：中国现有的国土空间秩序难以适应"一带一路"全球化发展战略、长江经济带建设等重大经济社会发展战略的实施需求,迫切需要构建体现政治、社会、经济、文化、生态等多重要素协同,且能够持续支撑全球化高度发展和国家经济社会健康发展的国土空间新格局,即构建以人地和谐、战略协同和人文国土为特征的秩序国土。构建秩序国土,不仅是我国"五位一体"战略落地的保障,也是山水林田湖生命共同体的深刻体现,更是美丽国土格局的实现路径。基于此,文章从秩序国土容量、秩序国土制度、秩序国土格局以及秩序国土新动力等方面探讨了构建秩序国土的政策建议。Chinese existing national land spatial order is difficult to adapt the development strat- egy of globalization and implementing requirement of other major important social economic develop- ment policy. Therefore, it is urgent to build a new national land spatial order that reflects the char- acteristics of harmonious relationship between people and environment, strategic synergy and cuhural, which not only reflects synergy of multiple factors with political, social, economic, cultural and ecological but also can continue to support the higher level of global development and healthy social development. This new land spatial order also guarantees the implement of China＇s ＂ five in one＂ strategy, reflects life community of mountains, water, forest, land and lake profoundly, and guides the path of building beautiful landscape. Based on this, this article discusses the policy and sugges- tion of founding the new national land spatial order from the perspective of land capacity, land order system, land order pattern and new power of land order.
