摘　　要：从公共图书馆战略规划制定实践出发,以东莞图书馆"十三五"战略规划制定为例,介绍公共图书馆战略规划制定的动因、方式选择和流程,进而提出公共图书馆制定"十三五"战略规划的一些建议。Starting from the practice of public library strategic planning, the article makes the practice of strategic planning formulation of Dongguan Library as an example, and introduces the motivation, models and processes of public libraries strategic planning. and then puts forward some suggestions to Thirteenth Five-Year Plan of Public Libraries in China.
