城市生活垃圾收运系统满意度模糊综合评价——以衡阳市为例

摘　　要：采用AHP和模糊综合评价法,综合评价衡阳市生活垃圾收运系统的满意度及其存在问题。发现该市垃圾收运系统各项评价指标的总体满意度评价较低,主要存在垃圾发臭、蚊虫污染、垃圾收运频度低、垃圾投放不方便、收费制度不合理以及垃圾收运不安全等问题,影响了城市生活垃圾收运系统满意度以及人居环境舒适指数的提升。因此衡阳市垃圾收运系统需改进垃圾收容器、引入先进收运系统、完善垃圾收运管理体制、推进运营市场化、实行垃圾收费制度、促进垃圾资源化、进行垃圾分类、提高公民素质和加强环境教育。The optimizing the Municipal Live Waste Collection and Transportation System are the important content of building the ecological civilization and constructing ＂ Beautiful China＂. Taking Yanfeng District of Hengyang City, Hunan Province as an example, the essay comprehensively evaluates people＇s satisfaction in this area with the Municipal Live Waste Collection and Transportation System through questionnaire and interviewing survey as well as two researching method：AHP（Analytic Hierarchy Process） and FCE（Fuzzy Comprehensive Evaluation）.The result indicates that the satisfactory degree with every evaluation index of Municipal Live Waste Collection and Transportation System is average while the overall evaluation is much lower. So according to the result, at the end of the essay is some suggestions to improve the system in Yanfeng county specifically on following aspects： improvement of refuse collectors, introduction of advanced Municipal Live Waste Collection and Transportation System, perfection of the supervision and management of the system, promotion of systematically operating of the system, implement of garbage charge system, acceleration of waste resourceful utilization,conduction of garbage classification, enhancement of citizen＇s quality and strengthening of environmental education and so on.
