摘　　要：日本政府于?2010?年确定"新增长战略",为应对以亚洲新兴市场国家为中心的旺盛的基础设施需求和商业机会,积极开展基于?PPP/PFI?投融资模式的政企联手参与国外铁路建设项目的机制研究。在阐述日本支持民营企业参与国外基础设施建设项目的核心政策及高端设计机制的基础上,分析日本参与国际项目投融资和保险方式、项目各阶段实施要点、日本国内公共工程承包合同与国际工程承包合同的差异,以及日本铁路"走出去"面临的问题,并以日本针对印度尼西亚的铁路建设项目为例,分析?PPP?项目投融资模式,为我国铁路深化"走出去"战略提供借鉴。Japanese government determined the ＂New Growth Strategy＂ in 2010 as to cope with the vigorous infrastructure demand and business opportunities which centering on the Asian countries with new-developing market, and actively developed the study on mechanism of attending foreign railway construction project by government and enterprise together based on PPP/PFI investment and financial mode. Based on expounding the core polices and high-end design mechanism of Japan supporting private enterprises attending foreign infrastructure construction projects, this paper analyzes the investment and financing mode as well as insurance mode of Japan attending international project, the key points of project implementation in each phase, the differences between public engineering contract inside Japan and international engineering contract, as well as problems existing in Japan railway ＂Going Global＂. Taking the Indonesia railway construction project targeted by Japan as an example, the paper analyzes the investment and financing modes of PPP project, so as to provide reference for deepening ＂Going Global＂ strategy of China railway.
