摘　　要：目前张家口新民居建设存在一些制约因素。主要表现为融资比较困难、用地制度及其规划不完善、城镇化水平较低等方面。为应对这些问题,更好推动新民居建设,应该充分发挥政府、企业、集体以及农民自身的作用,积极采取相应的策略,破解存在的制约因素,以更好更快地推动张家口的新民居建设。At present there are some factors restricting the new residential construction in Zhangjiakou, mainly including financing difficulty, imperfect system of land use and planning and low urbanization level. To cope with these problems and better promote the new residential construction, it is necessary to give full play to the government, enterprises, collective and farmers, actively adopt corresponding strategies and break the existing constraints, in order to better promote the new residential construction in Zhangjiakou.
