摘　　要：人力资源总体素质低是制约开发区产业结构调整的主要因素之一。从开发区产业结构和人力资源现状入手,分析了开发区人力资源低素质对产业结构优化升级的制约,提出了优化人力资源配置,提高人力资源素质,促进产业结构优化升级的对策。The low overall quality of human resources is one of the main factors restricting the industrial structuring of the development area. Based on the present situation of the industrial structure and human resources in the development area, this article analyzes the restrictive function of low human resources quality on industrial structure optimization, and proposes countermeasures to optimize human resource allocation, improve human resources quality and promote the industrial structure optimization.
