农村产权制度改革存在的问题及对策研究——以安徽省铜陵市为例

摘　　要：农村产权制度改革是新形势下农村生产力发展对生产关系调整的客观要求,是推动城乡一体发展、妥善解决"三农"问题的重要突破口。铜陵市作为安徽省城乡一体化发展综合配套改革实验区,在全省率先推进农村产权制度改革。针对改革过程中存在的确权颁证困难、农村产权交易流转不畅、耕地保护机制不健全、农村产权保护机制不完善、相关配套政策缺失、现行制度间存在冲突、农村产权抵押融资成本较高等实际问题,提出抓好确权发证工作;建设农村产权交易流转平台和中介组织;健全农村产权融资评估机制;完善相关配套政策;避免与现行政策的冲突;降低农村产权抵押融资成本等对策。Reform of rural property right is an objective requirement of rural productivity capability for changing relations of production under the new conditions, an important breakthrough to promote rural-urban integration and cope with issues concerning agriculture, rural countryside and peasantry. Tongling City as a pilot zone for comprehensive and supporting reform of Anhui rural-urban integration, takes the lead in carrying forward rural property right reform. In order to solve the problems, this paper proposes that cards issued properly, circulation platforms and agents for transacting rural property right be established, financing evaluation mechanism for rural property right be improved, the cost of mortgaging and financing rural property right be reduced.
