渤海湾海洋石油开采过程溢油风险预警管理

摘　　要：针对渤海湾石油开采过程溢油事故统计,结合具体事故案例,采用鱼刺图模型进行溢油事故致因分析,得出溢油事故发生的因素和类别。基于AHP层次分析法建立渤海湾石油开采风险预警体系,得出指标权重排序为设备、人员、环境、工程地质、管理因素。认为在工作中需加强对设备因素和人员因素的管理,避免这两类事故的发生。The statistics of oil spill accidents is conducted and causation analysis based on practical examples is also made against the oil spill in mining process for Bohai bay. The factors causing the oil spill accident are found. The risk early warning system is established based on AHP analysis method, finding that the weight order of the five indicators selected should be equipment, personnel, environmental, engineering geology and management factors. In order to avoid the oil spill accidents, the management of equipment and personnel needs be paid attention to.
