摘　　要：现代生物技术对人类社会的作用正逐渐增强,已经成为世界高技术产业发展的核心动力之一。我国高度重视生物产业的发展,制定了一系列的政策和规划促进生物技术研发及其成果的转化,但这些政策和规划还不成体系,相关的制度建设亦未能跟进,使生物产业发展在研发与应用、融资、中介服务及技术市场等方面遇到诸多困难。因此,生物技术及其成果转化不仅需要采取破解难题的相应对策,更应加强资助激励和风险防范体制机制等方面的制度建设,以推动生物产业发展。The role of modern biotechnology in human society is increasingly important,and has become one of the core driving forces of high-tech industry in the world. China attaches great importance to the development of biological industry and has formulated a series of policies and plans to promote the transformation of biotechnology research and development. However,these policies and plans are not systematic,relevant system construction failing to follow up. Thus the development and application of biological industry,financing,intermediary services and technology markets,etc. are still underdeveloped. In order to promote the development of biological industry and the transformation of biotechnology,it not only requires corresponding countermeasures,but also strengthening in system construction of the financing incentive and risk prevention mechanism.
