摘　　要：城乡二元结构是我国三农问题的根源,城乡一体化既是消除它的目标也是手段。党的十八大报告提出工农互惠,让广大农民平等参与现代化进程、共同分享现代化成果的真正的城乡一体化,是指导实践的总纲。隐性二元结构是新的城乡利益差别,阻碍着城市化的顺利推进,必须加以消除。The dual structure in urban and rural areas is the root of the issues of agriculture, countryside and farmers in China, the integration of urban and rural areas is the means to eliminate the dual structure. The 18th National Congress of CPC proposed that to realize workers and peasants mutually beneficial, so that the majority of farmers can equal participate in the process of modernization, share the fruits of modem integration of urban and rural areas. The hidden dual structure is the new interest difference between urban and rural areas, which hinders the smooth progress of urbanization and it must be eliminated.
