台湾地区社区发展的特征、问题及其启示

摘　　要：台湾地区的社区发展实践已经成为当前两岸学界、政界热烈讨论、研究的议题。大陆社区发展实践作为基层社会治理的主要手段,在社会管理、社会建设中的地位凸显。首先,以组织脉络和政策内容为线索,梳理了台湾地区发展的历史轨迹;接着,剖析了台湾地区社区发展的四个基本特征;然后,检讨了台湾地区社区发展中存在的主要问题;最后,指出台湾地区社区发展的经验与教训对大陆社区发展理论与实践的的启示意义。The practice of community development in Taiwan has become important issues which was discussed and researched by the cross-Strait educational, political and government circles. The practice of community development in mainland are the main means of grassroots social governance which function in social management and social construction was highlighted. First of all, taking the organization ordering and policy content as the clue, the paper combed the historical tract of community development in Taiwan. Then, the paper analyzed the four basic characteristics of community development in Taiwan. Next, the paper reviewed the main problems existing in community development in Taiwan. Finally, the paper pointed out the implications of the experience and lesson of community development in Taiwan for the theory and practice of community development in mainland.
