江西省世界银行贷款/英国赠款结核病控制项目实施效果分析(2003～2009年)

摘　　要：目的分析评价江西省世界银行贷款/英国赠款结核病控制项目（以下简称＂世行项目＂）实施效果,为我省的结核病控制工作进一步发展提供参考。方法依据我省世行项目终期评估资料,对2003~2009年间项目的执行情况进行研究。结果项目县区现代结核病控制策略（DOTS）覆盖率为100.00%;7年内活动性肺结核可疑者就诊率从0.88‰提高到1.51‰;7年内涂阳肺结核患者发现任务完成率达121.98%;涂阳肺结核患者治愈率达91.84%;项目期间产生的直接经济效益是患者发现治疗成本投入量的8.08倍。结论江西省世行项目实施效果较好,DOTS覆盖率、涂阳肺结核患者发现任务完成率、涂阳肺结核患者治愈率均达到项目要求。项目具有较好的经济效益和社会效益。但项目结束后,要实现江西省结核病控制工作的可持续发展,面临的挑战仍很艰巨,必须采取更有力的措施来迎接挑战。Objective To analyze the effect of Jiangxi WB/DFID TB control project and provide scientific basis for sustainable development of TB control work in Jiangxi. Methods Final project assessment data was used for analysis of the implementation of the project from 2003 to 2009. Results DOTS coverage rate in project area had reached 100.00%.The attendance rate of suspected TB patients increased from 0.88‰ to 1.51‰.In 7 years task completion rate of smear positive pulmonary tuberculosis reached 121.98%.The cure rate for smear positive pulmonary TB patients was 91.84%.The direct economic benefit of the project was 8.08 times of the cost in patients detection and treatment. Conclusion This project is implemented well in Jiangxi.The DOTS coverage rate,the task completion rate of smear positive pulmonary tuberculosis and the cure rate for smear positive pulmonary TB patients have all reached the project requirements,and it has good social and economic effect and profit.But when the project has ended,to achieve sustainable development of Jiangxi provincial TB control work,our challenges will still be very arduous,and more effective measures should be taken to meet the challenge.
