国内外山地农业发展模式对贵州的启示

摘　　要：为促进贵州山地农业的进一步发展,通过分析国内外山地农业发展模式,讨论欧盟、日本与台湾山地农业发展中的成功实践经验,结合贵州自然条件和社会经济发展特点,提出多业态模式为贵州现代山地农业发展的重要策略。可借鉴的具体做法包括:1)明确生态为先的指导思想,加强政策支持;2)加强各级合作经济组织的建设与运行,赋权合作社;3)建立健全农业风险补偿机制;4)重视本土人力资本开发,加强现代农民培养;5)丰富贵州农业功能多样性,大力发展休闲农业。To promote further development of mountain agriculture,the authors analyzed various development models of mountain agriculture in the world,discussed successful experience from Europe,Japan and Taiwan,and underlined multi-modes as the direction of Guizhou＇s mountain agriculture.Specific strategies included：1）strengthening policy support by centering on ecology protection;2）reinforcing the construction of and empowering organizations for economic cooperation;3）enhancing the establishment of agriculture insurance and compensation mechanism;4）valuing local human capitals with specialization of modern farmers＇ training;5）enriching the functions of Guizhou agriculture with emphasis on leisure agriculture.
