污染产业转移能够实现经济和环境双赢吗?——基于环境规制视角的研究

摘　　要：随着区域经济发展和区际产业调整的加快,污染产业由发达地区向欠发达地区转移的问题日益严重。文章从环境规制视角对区际污染产业转移的影响机制进行了理论分析,在此基础上利用中国的分省区面板数据进行了经验考察。研究发现:(1)环境规制水平与污染产业转移呈现"U"形关系,地方政府的末端治理会激励企业提高生产率并增加产出,进而导致污染产业转入;(2)有针对性地加强环境规制,既能促进产业发展,也能有效降低污染排放,在一定程度上能够实现经济和环境的双赢。研究所蕴含的政策含义是:政策制定者应对企业的治污技术研发等给予税收优惠或补贴;可以酌情实施累进制环境税率,在招商引资时,可以根据转移产业的污染程度做出相机选择;各省可以根据自身状况适当提高环境规制水平,以期在全国范围内实现经济发展与环境改善的双赢。Along with regional economic development and intersectional industry transfer speed-up,the issue about pollution-intensive industry transfer from developed areas to underdeveloped areas is becoming more and more serious.This paper theoretically analyzes the impact mechanism of intersectional pollution-intensive industry transfer from aperspective of environmental regulation and makes the empirical study by the provincial panel data in China.It reaches the results as follows：firstly,there is a U-shape relationship between environmental regulation and pollution-intensive industry transfer and end-of-pipe treatment of local governments encourages enterprises to increase productivity and outputs,leading to pollution-intensive industry transfer;secondly,the reinforcement of targeted environmental regulation not only promotes industrial development but also effectively reduces pollution emissions,realizing the win-win development in economy and environment to a certain extent.It provides policy implications as follows：policy makers should give tax incentives or subsidies to pollution control technology RD;progressive tax rates on environment can be considered and policy makers should weigh discretion according to the pollution degree of transferred industry when attracting investment;the provinces should strengthen environmental regulation appropriately according to their own situations in order to reach the win-win nationwide economic development and environmental improvement.
