摘　　要：项目作为一种在有限资源条件下完成特定任务的工作方式,由于其在资源组织、成果交付等方面的灵活性和有效性,逐渐成为实施国家发展战略、促进社会经济发展的重要手段。项目的成功实施一方面依靠专家和项目团队,另一方面还需要良好的管理环境,确保外部利益相关者对项目的支持。前者依靠有效的项目管理,后者则依靠项目治理。由于项目制在各领域应用比较广泛,项目治理的重要性日益凸显。项目也由治理客体逐渐成为国家治理、社会治理的主体,由发挥内容属性到工具属性和内容属性并重。科技领域创新性强、独特性高,采用项目形式的现象更为普遍,科技项目治理逐渐成为科技治理的重要手段,中央财政科技计划管理改革就反映出这样的动向和趋势。在该项改革中,项目治理所发挥的组织保障、过程保障、信用保障和制度保障等功能,在国家治理各个领域都具有广泛的适用性。Project is one special way to complete the one-off task by limited resources.Because of the flexibility and effectiveness,it has become an important means of implementation of national development strategies,promoting social and economic development.Besides the successful implementation of the project and the project team of experts,on the other hand also need good management of the environment,and external stakeholders to ensure support for the project.The former relies on effective project management;the latter rely on project management.Since the project system is widely used in various fields,the importance of project management has become increasingly prominent.Governance projects by becoming the main object of governance,social governance,by play content attributes to the tool attributes and content attributes of both.Science and technology innovation and strong,unique high,the use of the project in the form of a more general phenomenon,technology project management has become an important means of science and technology governance.The central government plans to reform science and technology management,it reflects this trend and trends.Organizational security,process security,credit protection and system security features such as the reform project governance plays in various areas of national governance have broad applicability.
