体育产业发展中的政府职能定位研究

摘　　要：体育产业发展需要政府的管理和引导,政府职能科学定位与充分发挥有利于促进体育产业的持续发展。运用文献资料、比较分析和归纳分析法等方法分析了我国体育产业发展中的政府职能定位。研究认为:我国体育产业发展中政府职能存在着传统体制束缚严重、宏观调控缺乏、政策扶持不力以及科学管理不到位等问题。并且,政府部门在体育产业发展过程中必须确立宏观调控职能,为社会创造公平的法制环境和政策环境,引导人们的体育消费热情;应该加强体育产业的监督和管理;并构建体育产业发展的公共服务机制,充分发挥政府的公共服务职能。而政府职能的合理化选择对于促进体育产业的快速发展有着重要意义。Sports industry development needs government＇s supervision and guidance. Scientific orientation of government function and its full play are good to continuous development of sports industry. This paper analyzed government function orientation in China sports industry development by the methods of literature review,comparative analysis,and inductive analysis. Conclusions： In China sports industry development,government function has many problems,such as system restrictions,lack of macro-control,poor policy support,and no scientific supervision in place. Government should establish macro-control function,create legal and policy environment for social justice,guide people＇s sports consume willingness,strengthen supervision and administration,and construct a public service system. A rationalized choice of government function will promote rapid development of sports industry.
