“两个战略”机遇期地方高校体育院系服务区域转型升级研究

摘　　要：为实现地方高校体育院系在"地方高校转型发展战略"和"全民健身国家战略"2个重要机遇期,更好的调整办学定位,优化服务职能,彰显独有价值,助力强国建设,运用文献资料调研、专家访谈和实地考察法对地方高校体育院系服务区域发展进行研究,结果显示:1)地方高校体育院系急需向主动、直接服务型高校转型升级,且具有地域和文化、办学成本和社会资本、人力和场馆资源、区域体育资本市场信息获取等优势;2)转型升级存在办学定位错位,专业设置趋同,服务意识薄弱;现代化大学治理体系建设滞后,服务动力不足;师资、办学资源配置结构失衡,服务能力不强;服务体制机制缺失,服务运行不畅等困境。提出服务观念、服务对象、服务内容、服务体制、机制和评价等转型升级策略,为地方体育院系更好的服务区域提供理论和实践参考,为教育主管部门对其社会服务能力综合评估提供决策建议。The purpose of this study was to help local college＇s sports department to adjust education orientation,optimize service function,show special value,and assist nation construction in ＂local colleges＇ transformation strategy＂and＂nationwide fitness strategy＂. This paper analyzed local colleges＇ sports department service area development by the methods of literature review,expert interview,and field investigation. Results： 1） The upgrading of local colleges＇ sports department needs changing to initiative and direct service college. Local colleges have advantages in region and culture,educational cost and social capital,manpower and facility resources,regional sports capital market information acquisition. 2） The existed problems of transformation and upgrading are wrong education orientation,similar major setting,weak service conscious,lagged modern university running system construction,unbalance of faculty and other resources structure,deficit service mechanism,and unsmooth service running. We put forward a transformation and upgrading strategy,including service concept,service object,service content,service system,mechanism,and evaluation,for local colleges＇ sports department and their service area theory and practice. And we hope it will provide a new angle to comprehensively evaluate their social service ability for government education administrative section.
