碎片化社区的多维整合机制研究

摘　　要：社区居民自治是国家治理的现实选择。居民自治"空转"的背后体现的是威权治理与社区居民自治的张力,社区碎片化是这一张力的集中呈现,主要表现为社区组织网络的碎片化、社区权力结构碎片化与市场主体参与社区治理不足三个方面。社区碎片化是单位制解体背景下产生的现象,其现实根源在于政府功能的分散,历史之源在于缺乏参与的传统。社区碎片的多维整合,其关键在于建立以项目为载体的政府功能整合机制、以资源对接平台为载体的组织网络整合机制,其要害是建立以社区联合体为载体的自组织整合机制。Residential autonomy of community is a realistic choice of state governance. Authoritarian governance and residential autonomy of community are in tension, which makes residential autonomy of community invalid. The fragment of communitybased organization network、the fragment of community power structure and the lack of market players’ community participation are the three aspects that rooted in decentralized government functions and the lack of historical tradition of participation, which is a kind of phenomenon in the background of unit system disintegration. Multidimensional Integration on community fragmentation relies on three aspects which are the mechanism establishment of government function integration basing on project、selforganizing mechanisms integration basing on community-supported consortium and network integration on resource docking platform.
