摘  要:当前中国高技术产业发展既存在区域规模差异也存在区域绩效差异,而绩效差异将直接影响到地区高技术产业科技资源配置和产业结构升级的路径。本文运用空间面板计量经济学等相关方法对中国高技术产业发展绩效的收敛问题进行了系统研究。先利用Malmquist指数和功效系数法,从研发效率和经济效率两个角度,测算了中国高技术产业发展的综合绩效;后运用基于面板数据的SAR模型研究了2001-2010年间中国省域高技术产业发展绩效的绝对?收敛及其收敛机制。研究结果表明,21世纪以来中国高技术产业发展绩效存在显著的绝对?收敛,其收敛机制主要是技术扩散机制;而中部地区的收敛速度要明显快于其它地区。Along with the implementation of the national independent innovation strategy, developing the high-tech industry has become the priority of the regional developing strategy for accelerating the pace of economic transformation and upgrading industrial structure. There exists differences in regional scales and regional performance in the development of China's high-tech industry. However, regional performance difference will directly affect the allocation of technological resources and the path of industrial upgrading. Therefore, it is practically important to analyze the dynamic varying rules for the performance of high-tech industrial development, grasp the dynamic evolution mechanism, and coordinate regional industrial development. The development of high-tech industries will promote the upgrade of regional industrial structure and ensure synergistic growth of regional economy in China.In order to resolve these problems, this paper uses spatial panel econometric and related methods to systematically research the convergence problem of Chinese high-tech industrial developing performance. By using Malmquist index efficacy coefficient methods, we calculate the comprehensive performance of China's high technology industry development from the perspective of RD efficiency and economic efficiency. According to the average ranking of RD efficiency, the eastern area has the highest ranking, followed by the central area, then the northeast area, and lastly the west area. These four areas' RD efficiency trends remained the same during the period of 2001 to 2010. From the perspective of economy efficiency, the results show that the four areas' high-tech industry economic efficiency fluctuate widely but the trends is completely inconsistent. The eastern, central, northeastern, and western regions are in descending order based on the mean value of economic efficiency.
