摘　　要：维护社会治安、预防和控制犯罪是警察的首要职能。民众普遍认为警察可以有效预防犯罪的发生,是维护社会治安的重要组成部分。警察用来防控犯罪的措施有很多,其中最为重要的措施是预防性巡逻,提高警察的可见度即"见警率"。提高"见警率"是抑制犯罪的重要影响性因素,而警察快速反应,也可在预防伤害、及时侦破案件和威慑犯罪等方面产生正面效应。To maintain social order, to prevent and control crime are primary functions of the police. People generally believe that the police can effectively prevent the occurrence of crime, plays an important part in maintaining public order. Preventative patrol is the most important one among many measures to prevent and control crime. To increase ＂the frequency of seeing police＂ is an important influencing factor of restraining crime. Rapid reaction of the police can also produce positive effect in preventing in- juries, timely detecting and clearing up a case, and deterring crime.
