城乡规划体系中生态绿地的现状问题与对策

摘　　要：生态绿地具有平衡城市人工环境与自然环境,控制城市无序蔓延,提供绿色休闲空间等重要作用。通过分析城乡规划编制中有关生态绿地相关制度的演变发展,提出生态绿地的概念与价值。并通过分析当前生态用地存在被城市建设用地扩张、乡镇发展用地和违法建设侵占的问题及原因,提出明确生态绿地内涵,建立生态绿地分类体系,科学划定生态绿地边界,确定用地刚性,定期进行评估和检查,严格生态用地调整程序,建立生态绿地配套政策,明确保护和建设主体权责利的对策与建议。Ecological green space has important functions of balancing urban artificial environment and natural environment, controlling the spread of urban sprawl, and providing green leisure space. The paper expounds the concept, value, and evolving of ecological green space. The problems and reasons of ecological green space are pointed out, such as occupation by city construction land expansion, township land for development and illegal construction. At last, countermeasures are put forward, including clear connotation, classification system, scientifically boundaries, strict ecological land adjustment program, establishment of ecological green space supporting policies, ecological compensation mechanism, and clear protection and construction responsibility.
