摘　　要：随着中国进入改革发展的关键时期,规划设计机构也面临着诸多变革。文章在梳理中国规划设计机构发展历程和功能变迁的基础上,分析了规划设计机构面临着政府与市场关系转型、城市发展模式转型和城市规划范式转型的三大背景,并指出规划设计机构需要在编制机构多元化、咨询服务长期性、产品供给特色化、公正参与广泛性、规划过程信息化及人才队伍综合性等六个方面进行变革。Planning institute needs reform as China undergoes social transition. The paper reviews the evolution of planning institutes, and analyzes the present situations： government and market relation, urban development model, and urban planning paradigm transition. The paper indicates planning institutes shall reform in compilation, long term consultation, characteristic products, fair participation, digital planning process, and comprehensive teamwork.
