公安基层警力流失问题研究

摘　　要：当前我国正处于社会转型期,各类矛盾突出,刑事案件高发,公安工作面临新的要求。然而,由于职能外延泛化、绩效考核欠缺、机关借调泛滥、舆论导向偏离等原因,目前我国公安机关特别是基层公安机关面临着严重的警力流失问题。警力的流失,不仅给公安基层的工作带来极大的负面影响,而且深刻制约着公安工作的长足发展,如何有效地防止公安基层警力流失,成为公安基层警力不足的当下必须直面及应当重视的问题。对此,应当响应警务改革的号召,紧紧围绕十八届三、四中全会所提出的"全面深化改革"和"依法治国"的理念,从经济学、社会学等多方面的角度提供建言,以期从根本上解决警力流失问题。At present our country is undergoing a huge social transformation. During the period,various contradictions is prominent, and the criminal cases is in, which put forward new requirements for the work of public security. However, due to various reasons, such as the expanding irrationally scope, the illogical performance appraisal, the proliferation of secondment, the wrong guidance of public opinion＇s negative impacts,our country public security currently organs are facing serious problem of the loss of the police, especially the grass-roots. Therefore, calling to join the reform of police, involving the points about the third and the fourth plenary session of the 18 th Communist Party of China（CPC） Central Committee that comprehensively deepening reform and building China under the rule of law, to give some suggestion from various angles like economics and sociology. We hope the solutions above could change the situation radically.
