论甘肃省酒泉市生态文明示范区建设

摘　　要：在全面分析了酒泉市人口与资源、节能减排、生态环境保护与治理、污染控制等生态文明示范区建设的基础上,根据生态文明先行示范区建设的总体要求、主要目标和酒泉市生态文明示范区建设状况,提出了进一步加快酒泉市生态文明示范区建设的措施:推进国土综合整治,加强国土空间开发管控和土地用途管制;推动绿色发展,提高发展的质量和效益;推动循环经济发展、调整优化产业结构;大力发展新能源产业;加强污染综合防治,实现由污染物减排总量控制向综合改善环境质量转变;加快推进环保基础设施建设,全面强化环境安全管理;坚持保护生态环境,打造丝绸之路经济带生态保护屏障区;加强生态文明体制机制建设、管理制度创新。On the realistic basis of analyzing the construction of ecological civilization demonstra- tion area of J iuquan city, such as population and resources, energy conservation and emissions reduc- tion, ecological environmental protection and governance, pollution control, and according to the gen- eral requirements for the construction of demonstration zone of Jiuquan city and the main goal and Ji- uquan ecological civilization demonstration area construction situation , some measures to further accelerate the construction of ecological civilization the demonstration area of Jiuquan city are put forward in this paper. The measures are as follows： promoting comprehensive land remediation and strengthening the management and control of land space development and land use regulation; promo- ting green development and improving the quality and efficiency of development; promoting the devel- opment of circular economy and adjusting and optimizing the industrial structure; striving to develop new energy industry; strengthening the comprehensive prevention and control of pollution, pollutant emission reduction achieved by total control to improve the quality of the environment change; accelerating the construction of environmental protection infrastructure and strengthening comprehensive environ- mental safety management; adhering to protecting the ecological environment and building an ecological barrier protection area of the Silk Road economic belt; strengthening the construction of ecological civilization system and mechanism and management system innovation.
