摘　　要：生态文明建设应在以自然资源环境为对象创造和享受社会财富的同时,促进自然资源环境的循环、更新、稳定、持续发展,形成共生、包容、统一、协调的人地关系。近年,各省(区、市)政府管理部门在协调二者关系方面做了积极的努力和探索,积累了有益的经验。同时也还存在矿产资源勘查开发与生态环境保护缺乏规划的宏观协调、与矿产资源规划和规划环评之间存在矛盾、矿山地质环境保护法律法规不完善、科技创新促进协调发展能力不足等问题,必须以生态文明建设统领矿产资源勘查开发与生态环境保护协调发展、健全完善相关法律制度、发挥规划的宏观调控作用、以科技创新推动二者协调发展。The construction of ecological civilization should create and enjoy the social wealth based on the natural resources and environment, meanwhile, it should promote the circulation, update, stabilization and sustainable development of natural resources and the environment, in order to form the symbiotic, tolerant, unifi ed and coordinated relationship between human beings and the nature. In recent years, the provincial governments have made a positive effort and exploration in coordinating the relationship between them, and have accumulated some useful experience. Meanwhile, there are also some problems in the field of mineral resources prospecting and exploitation. For example, there＇s a lack of macro coordination planning between it and the environmental protection; there is a contradiction between it and mineral resources planning, also with environmental impact assessment; the mining geological environment protection laws and regulations are incomplete; the scientifi c and technological innovation is inadequate to promote the coordinated development, also there＇re other issues. Therefore, we must take the construction of ecological civilization as guidance of coordinated development between mineral resources prospecting and exploitation and environmental protection. Then, improve the relevant legal system, play the role of macro-control planning and innovate technology, in order to promote the coordinated development between mineral resources prospecting and exploitation and environmental protection.
