摘 要:通过浙江某经济技术开发区土地集约利用评价指标理想值的确定案例,研究开发区土地集约利用评价指标理想值确定的技术。采用相关土地集约利用标准文献资料法、专家咨询法、权重平均法,对于与开发区区情关系密切的指标理想值采取上级部门统一确定行业标准,由各开发区提供行业类型及其占地比例、地质与环境条件等三方面的资料,通过加权平均计算各开发区的指标理想值。对于与开发区区情关系不大的评价指标理想值,则采取由上级部门(省或国家)根据有关要求直接统一确定。该方法既充分考虑开发区行业规划实际,也可使不同开发区之间土地集约度评价结果具有可比性。Through a case study of determining the ideal value regarding the evaluation of land intensive use in a certain economic and technological development zone in Zhejiang Province, this paper focuses on the technology research on this regard. This means that in terms of the index ideal value closely related to the conditions of development areas, on one hand, the superior departments must determine uniform industry standards on the basis of the methods such as documentary concerning relevant standards for the intensive utilization of land, expert consultation, weighted average method; on the other hand, the various development zones should provide something about industry types, the proportion of land occupied, and geological and environmental conditions; and fi nally, the index ideal value of the various development zones is calculated by weighted average. As for the evaluation index ideal value that has little relationship with the conditions of development areas, it can be directly determined by the superior departments in accordance with the relevant requirements. The above-mentioned method can not only fully consider the actual industry planning of the development zones, but also make the evaluation results of land intensive degree between different development zones have comparability.
