慈善公益类社会组织参与社会救助的实效调研——以“4·20”芦山地震为例

摘　　要："4·20"芦山地震发生后,慈善公益类社会组织反应迅速,在抗震救灾中发挥着重要作用。据不完全统计,近500家慈善公益类社会组织迅速参与到芦山的抗震救灾中,在灾民安置、物资筹集、心理抚慰、维持秩序、志愿者培训等方面发挥政府救灾助手作用,成为抗震救灾的生力军。通过对四川省慈善公益类社会组织在此次芦山抗震救灾的参与方式、特点、范围及持续性等现状进行调查访谈,分析社会组织整合社会力量参与救助的经验与不足,以期为构建科学的社会组织管理模式提供参考建议。The＂4.20＂Lushan after the earthquake,charity and public welfare social organitions responded quickly,played an important role inearthquake relief.According to incomplete statistics,nearly 500 of charity and commonweal organizations quickly to participated in earthquake relief in Lushan,played the government relief assistant role in resettlement victims,material raise,psychological comfort,maintain order,volunteer training,become the main force in disaster relief.In this study,investigation of charity and commonweal organizations in Sichuan province in the status,characteristics,scope nd persistence to participate in the Lushan earthquake relief,analysis and the lack of socil organizations and how to integrate social forcesexperience,in order to put forward some suggestions for reference to the innovation of social organization management mode.
