基于路线图方法的中国青少年体育公共服务体系构建

摘　　要：运用路线图分析方法和思维方式,以我国青少年体育公共服务体系建设现状为问题导向,且具有复杂性、长期性和多元性的特征,系统分析了未来我国青少年体育公共服务体系的建设基本概念和范围,研究认为青少年体育参与率和体育后备人才培养成材率作为需求和目标,部门专班指挥系统、政策法规保障系统、物资经费保障系统、体育服务指导系统、执行效率评估系统构成是其核心任务,以体质健康监测、体育技能指导、体育场地保障、体育赛事组织、体育组织保障、体育培训服务、精英人才培养七个模块为关键指标,政府转变职能,社会共同治理,激发市场活力构成其实现路径。Based on the roadmap theory,the paper systematically analyzes the basic concepts and range of the construction of China＇s sports public service system for teenagers. The research believes that teenagers＇ sports participation and success rates of talent training can serve as the demand and target with the specialized commanding system,the guarantee system of policies and regulations,the sports service guiding system and the evaluation system of execution efficiency as the core task. The key indexes are constituted by the seven modules of health and fitness monitoring,sports skill guidance,sports venue guarantee,sports events organization,sports organization guarantee,sports training service and elite training. The government departments should transform their functions and co- govern with society so as to stimulate market vitality and realize the ultimate goal.
