摘  要:基于不同标准下的暴雨潮位组合,采用排水数学概化模型和城市水系数值模拟模型计算了各种组合工况下沿海城市不同区域的淹没范围,提出了识别、量化不同区域暴雨和潮位致灾作用度的方法,并进行了暴雨和潮位致灾风险区划,给出了适应各个区域的防涝措施。实例应用表明,对海口市主城区而言,暴雨为内陆区域的主要致灾因子,潮位为岛屿区域主要致灾因子,其他区域多为暴雨、潮位联合致灾。在暴雨为主要致灾因子的区域,加大管网排水能力可有效减轻洪涝灾害;而在潮位为主要致灾因子的区域,新建下游泵站为有效治理措施。Different combined conditions of rainstorm and tide level are chosen to calculate the inundated area under these conditions by establishing drainage mathematical-generalized model and urban river system numerical simulation model.The method of identifying and quantifying the hazards of rainstorm and tide level is put forward,while the hazards of rainstorm and tide level in different areas are zoned.The prevention measures of flood disaster are proposed based on the zonation of the hazard of disaster-causing factors.The result shows that in the urban area of Haikou City,the rainstorm is the main disaster-causing factor in inner area and high tide level is the main factor in island area,while they are both the main causing factor of other area's flood disaster.For the areas which rainstorm is the main disaster-causing factor,increasing the drain capability of the pipe network is an effective way to reduce flood disaster,while for the high tide level caused area,new constructing pump station in the down steam is proved to be effective measure.
