摘 要:鉴于水电开发规模大、周期长,受经济、环境、社会等诸多因素影响,以位于四川省凉山州的瓦岗河水电规划为例,从经济效益、水能利用、环境影响、水库淹没及占地4个方面综合考虑,构建水电梯级规划方案多属性决策指标体系,通过标准差修正G1法、乘法合成法两种主客观组合赋权方法分别确定指标权重,采用逼近理想解法(TOPSIS法)量化评估各方案的综合效益,比较分析两种不同赋权的决策结果,并与工程实际决策进行对比,发现标准差修正G1的TOPSIS法决策模型更为科学合理。Hydropower development is large-scale and time-consuming and it is affected by many factors,such as economy,environment and society.Considering the economic benefits,the water resources utilization,the environmental impact and the inundated area,an index system of hydropower cascade planning scheme was built for the Wagang River,which is located in Liangshan,Sichuan Province.The index weights were determined by using the method based on the revised G1 by standard deviation and the multiplication synthesis method,respectively;both of these two methods considered subjective and objective weights.Based on the calculated index weights,a TOPSIS method was used to quantitatively evaluate the comprehensive benefits of the planning schemes.The decision results produced by the two different weight methods were then compared with each other,and also compared with the final decision made in the real construction.The result shows that the TOPSIS decision-model based on the revised G1 by standard deviation is more scientific and reasonable.
