宁夏沿黄经济区低碳农业发展的政策机制研究

摘　　要：理论和实践证明,发展低碳农业需要系统的政策措施和配套机制,形成有利于低碳农业发展的外部环境。为建立和完善推进低碳农业发展的政策支持和长效机制,笔者研究提出宁夏沿黄经济区低碳农业发展的政策机制:加大财政、金融对低碳农业的支持力度;完善农业碳汇开发交易机制;重视产业链农户利益联结机制;构建新型农业经营体系;建立健全农业资源和环境保护机制。It is proved by the theoretical and practical evidences that a set of systematic policy measures and supporting mechanism is needed and the external conducive environment of the development of low-carbon agriculture should be formed in order to develop low-carbon agriculture.To construct and perfect the longterm policy mechanism of low- carbon agriculture,the authors put forward suggestions such as strengthening the financial support for low- carbon agriculture,improving the agricultural development of carbon sequestration trading mechanism,emphasizing the benefit linking mechanism of farmers on the industrial chain,building a new agricultural management system,establishing and improving mechanisms for agricultural resources and environmental protection.
