摘 要:党群关系问题始终是我们党革命与执政的根本政治问题,但党群关系是历史的、发展的。革命年代我们党密切联系群众、依靠群众取得了胜利,其成功之道关键在于牢固树立群众观点、走群众路线、维护与实现群众利益、发扬优良作风。随着党的历史方位的变化、"革命党"向"执政党"的转型,人民群众也在变化:已从封建时代的"臣民"发展成为新时代的独立"公民",从计划经济时代的"单位人"转变成为市场经济时代的"社会人",从封闭年代的"封闭人"转变成为信息时代的"信息人"。党与群众的变化必然导致党群关系态势变化与关系重构。新时期要正确处理党群关系,必须将群众路线贯彻到治党理政的各民主环节,实现党群关系的民主化、制度化、常态化。The relationship between the Party and the masses always is the fundamental political topic of CPC whether in the revolutionary era or reign, which will be changing along with the social devel- opment. In the revolutionary era, the CPC have won the victory of the revolution by relying on the masses, contacting closely with the masses, following the mass line, maintaining and realizing the peo- ple's interests, and carrying forward the fine style. The masses has been changing along with the transformation of CPC from the revolutionary Party to the ruling Party, they have transformed from "subjects" of feudal era to independent "citizens" of the new era,from "unit- people" of the planned economy era to "social people" of the market economy era, from "closed - people" of the closed era to be "information - people" of the information era. The transformation of CPC and masses will inevitably, change the relationship between CPC and masses. In the contemporary time, we must carry the mass line of the party through each link of democracy of the governance of the party and the government, and achieve democratization, institutionalization and normalization of the relationship between the Party and the masses.
