摘　　要：2013年,德国联邦政府发布了"国家生物经济政策战略",将发展生物经济提升为国家战略。该战略主要内容是:增加可再生资源的生产和供应,加快技术和产品的创新,通过智能化价值链提升产业附加值,切实提高土地资源的利用效率,在全球背景下发展生物经济。通过简述德国生物经济战略的总体目标和重点内容,对德国政府采取的一系列重要举措进行了剖析,对该战略实施进展情况进行了归纳,并对德国生物经济发展面临的机遇和挑战及未来发展趋势进行了分析。The German federal government in 2013 issued the ＂National Bio-economy Policy Strategy＂, in which developing bio-economy was promoted to the level of the national strategy. The strategy focuses on the following aspects： increasing the supply and production of renewable resources, accelerating the innovation of technologies and products, promoting added-values of industries by intelligent value chain, improving the utilization efficiency of land resources. This paper briefly described the overall goals and key content of the bio-economy strategy, analyzed a series of important measures taken by the Germany government, summarized the implementation progress of the strategy, and analyzed the opportunities, challenges and development trend of developing bio-economy in Germany.
