摘　　要：《关于加快构建现代公共文化服务体系的意见》,目标基本建成覆盖城乡、便捷高效、保基本、促公平的现代公共文化服务体系,要求加大财税支持力度,合理划分各级政府基本公共文化服务支出责任。贵州由于历史条件,基层公共图书馆服务条件严重不足。加大投入,改变投入机制,是实现目标的手段之一。＂ Opinions on Speeding up the Construction of a Modern System of Public Cultural Services＂,basically built a modern system of public cultural services includes： covering urban and rural,convenience and efficiency,promotion fair and keeping basic. It requires the strengthening of the fiscal and taxation support and rational division of responsibility of basic public cultural services spending at all levels of government. Due to its historical conditions,the basic conditions for the public library service are seriously inadequate in Guizhou. Thus Increasing investment and changing the investing mechanism are one of the means of achieving goals.
