“一带一路”视野下中国-东盟合作的机遇、瓶颈与路径——兼论中泰战略合作探路者作用

摘　　要："一带一路"建设将为中国-东盟基础设施互联互通提供全方位支持,促进沿线各国产业结构调整,有助于推动构造更公平、合理、高效的地区产业分工体系,以及搭建更广泛、灵活、务实的人文交流与合作平台,从而为进一步深化中国-东盟合作开拓战略机遇。不过,中国-东盟合作面临战略互信缺失、国家治理乏力、多元文化冲突等结构性难题,将会成为"一带一路"建设的重要发展瓶颈,有必要加强交互式、滚动式、浸润式发展路径的探索与完善。得益于区位、经济、文化等方面的有利条件,中泰战略合作尤其是中泰铁路合作很有可能成为"一带一路"建设样板,从而积极发挥体制机制创新的探路者作用。The ＂One Belt One Road＂Initiative will provide comprehensive support for the construction of infrastructure connectivity between China and ASEAN,promote the upgrading of domestic industrial structure of the states along the way,construct a more equitable,rational and efficient regional industrial division system,and build more extensive,flexible and pragmatic platforms for the cultural exchanges and cooperation,so as to provide opportunities for further cooperation of China-ASEAN. However,China-ASEAN cooperation still faces the structural problems of the lack of strategic mutual trust,the weak of governance,and the conflict of multi-cultural,which will become serious bottlenecks of the development of ＂One Belt One Road＂Initiative. It is necessary to further improve the development path of interactive mode,scrolling mode,and soaking mode. Benefited from the geographical,economic,cultural and other aspects of the favorable conditions,Sino-Thai strategic cooperation especially the Sino-Thai railway cooperation will be likely to become a template of the ＂One Belt One Road＂Initiative,and play an active role in the institutional innovation as a pathfinder.
